Brief Answer:
pigment dispersal hereditary. refresh eye tear drop and dark glass advised

Detailed Answer:
You are having melanin pigment dispersal which can be hereditary pigments are also available as floaters in vetrious. You have also mentioned about dry eye so schemears test should be done to estimate tear available in conjuctival sac. Strip test can indicate tear available in sac. To exclude generalized diminution of all secreation and in eye it is mentioned as pjograns syndrome in which tear secreation will be diminished. For any thing artificial tear like refresh eye tear drop is to be applied. For pjograns syndrome punctum can be sealed to stop tear going out through nasolacrimal duct.May be psoraline tablet can be trIed but it will enhance pigment deposit.Deficiancy in skin is leucoderma which can be increased by application of ointment with exposer to sunlight . For eye you can put on dark glass. Fundus examination specialy indirect ophthalmoscopy for bigger field this is to be repeated to mark the floaters. Look for retinal hole tear and peripheral detachment, if present these can be sealed by laser application. Retina surgeon can be consulted. You have to over come floaters in visual field and take it as normal. may be this is affecting your sleep.
