Brief Answer:
Please upload Photograph of your Penis

Detailed Answer:
Hello
Thanks for your query ,based on the facts that you have posted it appears that you have noticed change in color of your foreskin and finding it difficult to retract foreskin freely during erection .

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Is it possible for you to upload Photograph of your penis ?
2) Since how long you are facing this problem ?
3) Are you diabetic?

White or pinkish discoloration of foreskin and glans penis commonly occurs in a condition called Ballanitis Xerotica Obliterance (BXO) however I can not be certain unless I view photographs of your penis .

I shall be able to make precise comments as regards need for circumcision after getting feed back from you .

Hope I have answered your query ,please feel free to ask if you have more questions ,I shall be happy to help you
Thanks and Regards.
