Since you had E. coli infection and were on treatment for the same ,so you seem to have developed fungal infection over the penile region called candida .
People who have been on antibiotics are very prone to develop candida infection which can cause redness ,itching along with whitish discharge .
You need to apply a topical anti fungal cream called canestan cream over the affected area twice a day for atleast ten days .
Keep the affected area clean and dry.
