I am sorry to hear that you are bothered by hives from your undergarments. Despite double rinsing in the wash the rash still occurs. Are you using fabric softener? If you are then stop as this is the most allergenic additive we put on clothes. If you don't and still have rash then you could be allergic to the latex in the elastic of the undergarment. You may need to switch to not wearing undergarments.
You can continue to use benadryl or add topical steroid cream in the areas that aer the problem.
My last suggestion is to see an allergist and get tested to see what is causing your allergy. Then they maybe able to start immunotherapy to lessen your reaction.

3. Not wear undergarments
