I am Dr. kakkar. I have gone through your query and I have also seen the photograph.
This seems like a Keloid scar.
-Does it itch?
-How long since it has been there?
Keloid is due to excessive formation of scar tissue as part of the wound healing process.
Keloids are raised above the surface unlike normal scaring which is flat/level with the skin.
Factors that predispose to a keloid are: genetic predisposition, wound stress/tension, wound infection etc
Keloids are usually itchy and may extend beyond the actual wound margins with finger like projections.
Keloids are best managed with Intralesional steroids e.g Intralesional Triamcinolone Acetonide; this is a depot injection.
The injected steroid causes breakdown of the excessive collagen tissue present in keloid, thereby causing them to flatten.
However, it is not possible to completely erase them. The treatment would just flatten them and make them less noticeable
The injection might be repeated after 3 weeks if required.
Other options are CO 2 Laser vaporization and 5-Florouracil Infection.

Thanks for confirming. As I already mentioned, Keloids do Itch.
If I was the treating dermatologist, I would have injected it with Triamcinolone acetonide, which is a depot preparation of steroid.
It should respond remarkably well with intralesional steroids. The injection may be repeated, if required after 3 weeks.
You must visit a dermatologist in your region for the needful.
