1.Do you have chronic disease like Diabetes?
2.Any fever ?
3.Range of movement at shoulder?

No I have no Diabetes or a fever.
I get dizzy feeling some times and the top of my arms feel numb some times I feel I cant catch my breath especially when lying down

It's good to see you.
First of all I regret for the delay but it was night time in my country.
The numbness could be a sign of neuropathy.Hence my suggestion would be to find out the cause by blood test like thyroid profile and vitamin B12 test.Meanwhile you may have methylcobalamine ,it helps in numbness along with the treatment as discussed earlier.
The breathing difficulty could be a sign heart or lung ailments and it needs physical examination along with ECG and chest ray.
