In your case,if you've no other medical illness,the redness shouldn't be there.
A STD has to be ruled out.
You'll need to do certain tests,to decide cause of symptoms. They are :
1. blood routine,VDRL,HbsAg,HIV,RBS and LFT.
If you can send a photo of the tip of penis,it will be useful for an expert opinion.
Kindly send a copy of the reports,along with the photo.
To relieve the urethral tip irritation,apply Neosporin or Betadine ointment locally.
Avoid any sexual activity, till complete relief of symptoms.
Drink about two liters fluids daily.

Hi again,
You'll need to show the reports of STD panel.You didn't mention,they've been done.
Only tests done in your query were,urine culture and urethral swab test.
Gonorrhoea can be detected by the swab test,or else,one has to go for PCR test.
As swab test is negative,i didn't suggest test for Syphillis.
Doxycline combined with Ceftriaxone would've been a good option,in your case.
Maintain good penile hygiene.
Avoid moisture over the penis.
NGU/ NSU urethritis with symptoms of burning at tip of penis,lasts 2 weeks.
This is true for the majority cases,even after treatment.
