A pain in the left arm and tingling sensation in the tongue can be due to decreased blood flow to the heart (Myocardial ischemia/infarction).

There may be local causes for it, but it is prudent to rule out the more sinister causes first, so I urge you to call 911 or go to the ER and get yourself examined by a doctor and get an ECG/EKG done urgently to rule out the probability of heart attack.

If it turns out to be a local problem in the arm, then you need not worry much, the pain will subside with regular painkillers such as motrin/ibuprofen.
