Brief Answer:
Either photodermatitis or eczematous rash, antihistaminic & steroid cream
Detailed Answer:
Hi
Thanks for being at healthcaremagic
I have gone through your complaints and according to me it seems to be photodermatitis or eczematous rash.
If I was your treating doctor I would you to apply topical steroid like cortisone cream on the affected areas twice daily and take antihistaminic like tablet cetrizine 10 mg once or twice daily depending on the intensity of itching and burning.

But wat about his elbow the ball joint of his elbow is acutely swollen I mean it's not just his whole elbow is swollen it like a ball in his elbow joint and he feels like it is directly related to the rash because it actually has only happened on one arm his right arm and the rash is only around his elbow.. so the rash did happen first could it have been a symptom of an issue that developed into something in his joint it's not just eczema it's not just a skin condition it's in his elbows right now
Brief Answer:
Can be bursitis or arthritis, take anti inflammatory medicines, x ray joint
Detailed Answer:
There are chances that the swelling could be related to the soft tissues around the joint either bursitis or arthritis.
For this he can take anti inflammatory medicines like ibuprofen or diclofenac and if possible go for xray of the elbow joint.

XXXXXXX is in jail so has limited health care. His swollen elbow joint has not gone away since it started, if it is arthritis or bursitis is there any other advice you could give like what kind of foods to avoid? XXXXXXX likes to exersize and work out do you have any advice for how he should care for his elbow?
Brief Answer:
No need to avoid food, limit exercise & work out
Detailed Answer:
Hello
There are no specific foods that he needs to avoid.
He should definitely give rest to the swollen elbow as it this will reduce his symptoms.
Ask him to limit his exercise and work out and apply anti inflammatory medicines like ibuprofen gel on the affected areas twice daily.
Also ask him to go for hot fermentation of the affected area.
