Brief Answer:
You may use a mid potent topical steroid for PIH
Detailed Answer:
Hello again!
I have taken note of your query.
You have developed post-inflammatory hyperpigmentation (PIH) which is a complication of any inflammatory insult to the skin.
I suggest you to use a topical mid potent steroid e.g Mometasone furoate 0.1% cream, twice daily, at the dark spots.
That should help them lighten and fade away in about 2-4 weeks.
This is a prescription steroid and I suggest you to talk to your doctor for the needful.
Regards

Brief Answer:
I suggest a superpotent steroid and a moisturizing cream (1:1)
Detailed Answer:
Hi.
Thank you for the image
In the Image I can see there is scaling as well as excoriations (likely due to scratching) along with pigmentation.
This is most like a case of eczematous dermatitis;itching and scratching causing the skin in this area to become dark and thickened.
I suggest you to use a topical super potent steroid e.g clobeatsol propionate 0.05% rather than a mid potent steroid which I had suggested earlier.
You may mix it with an equal proportion of a moisturizer (1:1) and apply it twice daily to the affected areas.
Again, this is a prescription topical steroid and I suggest you to talk to your doctor for the needful.
An OTC oral antihistamine e.g cetrizine 10 mg once daily wil provide you symptomatic relief from itching.

Brief Answer:
Need to visit a doctor
Detailed Answer:
Hi.
Unfortunately potent topical steroid are not available without a doctors prescription.
Only mild steroids like hydrocortisone are available OTC but they wont benefit as good as potent one.
Moisturizers like vaseline can be obtained without a doctor's prescription.
