Brief Answer:
Apply calamine lotion, take rest, upload photo

Detailed Answer:
Hi
Welcome to HCM
I have gone through your query.

Do you have any recent history about late working, sleepy and stressed. That might be responsible for your puffy eyes. It's the associated redness in the eye, any fever, cold etc.

Presently I would suggest you to take rest for a day or two, and observe for any improvement.
Regarding the rash, it will be better if you can upload the photo. I would have advised you to apply calamine lotion with alovera, to the affected part.

Hope this helps, get back with addition information to provide you with more specific advise.

Take care
