Question: My 5 year old son has an itchy group of white bumps and raised skin on the inside of his elbow,

I have gone through your query and I have also reviewed the Image.
I can see raised welts on arm, which are probably hives. Hives are usually itchy.
If I was the treating doctor I would suggest an Oral antihistamine e.g cetrizine 5mg/ 5ml syrup, in a dose of 5 ml once daily, for a week.
Topically you may use a soothing anti-itch lotion or cream for him e.g calamime lotion.
