Itchy rashes over the neck is most often due to a viral infection, if not it could be allergy to a new clothing.
I suggest you to do the following

1. Tab Hydroxyzine taken once at night is the ideal tablet for rash
2. Calosoft lotion can be applied over the neck, it gives good symptomatic relief

If the rashes increases or spreads to other areas please meet a dermatologist an also a get a complete blood count done

I have tried "Cortizone 10 Hydrocortisone Anti-Itch Creme, Maximum Strength". I didn't get any great result. When i was in XXXXXXX I used to use HH-Derm cream, it do give faster relief.

I will try your suggestion. Are these medicine available in US.?

I strongly suggest you to not use hydrocortisone for this if it was not prescribed by your doctor. It is an oral steroid which has a lot of side effects and should never be used in without medical supervision.

The medicines what I have suggested is definitely available in USA
