I am dr.kakkar (dermatologist). I have gone through your query and I have reviewed the Image.
I can see some dry, scaly pumps on scrotum with a linear arrangement as well as a circular/ annular patch.
This seems like lichen planus to me which is a form of eczema. I guess that this patch much be itchy.
I suggest you to use a moderately potent topical steroid e.g mometasone furoate 0.1% cream Or triamcinolone acetonide 0.1% cream, twice daily for a few days. In addition you may take a tablet of cetrizine 10 mg once daily for symptomatic relief from itching.
