Detailed Answer:
Hi,
Thanks for being at HealthcareMagic,
According to your complaints, it could be due to pseudomonas infection due to being in the water for a long time or zoon's balanitis.
I would recommend you to upload the photographs of the affected areas so that I can have a clearer picture of the condition and can guide you accordingly. You can simply upload/attach them to the reports section of this web page.

I have no way to upload photo and I'm sure your diagnosis is correct. What would you recommend? Please advise and thanks...
Brief Answer:
Apply topical antibiotic
Detailed Answer:
I would recommend you to apply topical antibiotic like neosporin ointment on the affected areas twice daily for 5-7 days.
If it doesn't improve then possibility of zoon's balanitis is high for which you need to consult a dermatologist and go for clinical examination.
