There is tenderness and slight itching. Not sure it's a rash. Could it be a hernia?

It's looking like fungal infection.
You can try ointment clotrimazole.
It is to be used twice a day and is safe and effective.
It's not looking like hernia as there is no bulge however it will be better to get an ultrasound done.
