I have gone through the question carefully. Let me address the issues one by one:
* Cough and respiratory infections are most commonly caused due to certain viral infections. Irrespective of treatment it generally takes 5-7 days to resolve. Giving steam inhalation and some antiallergic like cetirizine syrup should be helpful. Just sit with the child on your lap and the source of steam. The water vapor would be in the air and automatically the child will breathe it in.
* It is quite common for children not to eat well when ill. It is not a cause for concern unless the child grows lethargic.
* Reduced urinary output is a cause for concern. You have to increase the amount of feeds. Also give ORS (oral rehydratin solution). It comes in pre-made form or may be prepared by dissolving a full XXXXXXX in the designated amount of water. Giving ORS frequently should take care of the situation. It is the mainstay of treatment at the moment.
Since the urinary output is low, it might still be worthwhile to get the child evaluated by a pediatrician.

You will have to be a better judge of the situation. If the child is receiving feeds and fluids, I hope that you would be able to give him enough ORS and fluids so that he does not get dehydration. If you are not that confident, it is better to take him to a doctor outright. Otherwise you can wait.
You can mix pulses with rice and boil it together along with vegetables. It is the simplest thing to prepare at home. Otherwise, practically anything low on spices can be given for diet.
