Majority of cases of runny nose is due to viral infection or allergic,so you will require symptomatic treatment only.
1) You may continue with Xyzal antihistamine (levocetrizine 10 mg) twice daily for runny nose and constant sneezing.
2) Nebulization with steam inhalation 3 to 4 times daily will be helpful for symptomatic relief.
3) You may also take Nasivion nose drops but do not take it frequently.
4) For watery eye and redness (which is mostly allergic),you can use anti-allergic eye drops (like visine eye drops).
Use 2 to 3 drops in both the eye daily three times.
5) Avoid cold water or any other cold products like ice-cream etc.
All these OTC medications are complete safe in your condition,so you may take it without fear.
I may expect that you will start improving within 2 or 3 days with all these appropriate symptomatic treatment and their cumulative effect will be helpful rather than xyzal alone.
As I said earlier,these symptoms are mostly viral or allergic,so better to avoid from any kind of allergy like dust,grass,pollens etc.
Also,the best way to cure allergy is to avoid further contact with the allergen,so you can make out which particular substance is causing it and try avoid contact it.

As I said earlier,this runny nose symptom is mostly due to some kind of allergy like dust,grass,pollen in an external environment.
Also,the fact that you have been tested for allergy and found positive which we were suspecting earlier.So,in your case there is highly possibility of allergy without doubt.
So,it is very unlikely that Coreg (your blood pressure medication) may produce this kinds of symptom or may interfere with it but I am not sure regarding Diovan (Valsartan) because it can some times cause allergic rhinitis or sinusitis in some individuals.
So,you may discuss the medication (Diovan) with your treating physician who may change the medication if needed.
