Safer options like levocetirizine can be used in children that are a year old. The ideal next step would be to examine the child for any respiratory depression. If he is breathing normally and at a good rate then you can relax. If there is shallow breathing at a low rate then respiratory support could be advised. To be on the safe side get him checked by your G.P or pediatrician and stop the Phenergan immediately.
