You are concerned about getting too cold when you go outside. The cold makes your bones ache terribly especially from the hips up. This sounds like you have arthritis which does get worse during cold periods outside. This could also be a sign of low thyroid condition where you bodies metabolism is low and your body can't tolerate the cold weather. To be tested for low thyroid you need to have blood work testing your thyroid hormones. If you di have low thyroid it can be corrected by taking a replacement medication synthroid.
To help prevent you from feeling this pain while you are waiting to see your doctor I recommend you make a real strong effort to wear warm clothing before going outside. If possible I you could get a remote car starter to get your car warmed up before you even enter the car.
The other concern you have is the severe shivering when you do go outside. This shivering is the bodies natural way to increase body temperature. The shivering muscles generate heat and keep your core temperature at the proper level.
