Hi...I have a few questions for you. I have seen the image. It looks like any viral exanthematous illness of which measles is also one of them.
1. Was there any eye ball redness or eye discharge before this rash?
2. The rash first started in the face or on the rest of the body? Did the rash start behind the ears?
3. Is there any measles in outbreak in your area?
4. Is there any itching - crying could be due to itching which she might be unable to express.
5. What is her exact age?
6. Was she immunized for measles previously?

She was born in Japan two months ago. They don't do immunizations in Japan until two months old. We were planning on getting her immunized in a week.
I'm not aware of any measles outbreaks.
Her left eye was a little pinkish but that's all. Outbreak started in her face. I did not notice anything behind her ear. I'm unable to distinguish whether any itching is occurring.
I hope that this is only a heat rash or something related to that , When my wife gave her a bath the bumps seem to subside. here is a current picture.

Hi...this doesn't look like measles. Measles rash wouldn't subside like that so fast or after bath.
I think it could be a viral exanthema or an allergy or an eczema.
The trick of the management is keeping the skin moist and never allowing it to be dry. For this oil massage and lotions like Oilatum will help.
I do not suggest any antiallergic medications as t this age.
Regarding cure options - eczema is a sort of allergy...allergies can only be controlled and can never be cured. But usually kids grow out of it...that is as the age progresses, they become better starting from 6 months.
