It looks like an allergic skin rash .
Apply a topical steroid cream like cortisone cream over the affected area twice daily. Take some oral antihistamines like levocetrizine once daily at night to relieve the itching.

The rash should settle slowly with treatment.
If however it tends to persist or increase, see a local doctor for a closer assessment of the affected area.
