I read your question carefully and I appreciate your concern about your friend.
I believe the latin name you are looking for is Prosopagnosia a condition characterized by a deficit in the ability of recognizing people from their faces.
It may be due to a brain lesion (stroke, trauma, tumor etc) in the a brain area called the fusiform gyrus which is activated in response to faces.
In some cases though it is a condition one is born with, an inadequate development of that area, which should be your friends case. It is a genetically determined issue. Of course I am assuming that she hasn't had any brain damage in which case it would be acquired.
I am afraid there is no treatment for it, fortunately she seems to have a mild form and is able to compensate.
