I can understand your concern.
Subtle seizure like cycling movement,paddling of limb,chewing,smacking all these are more common in early infancy.
In later half of infancy (after 6 months) seizure usually present with jerky movement,up rolling of eye ball,tightening of limbs,frothing from mouth may be associated with involuntary passage of stool and urine.
I don't think the movements you have mentioned are suggestive of seizure. Still possibility should be kept in mind.Seizure is usually associated with rapid heart rate and sometimes rapid respiration too.
As today there is no abnormal movement and baby is otherwise active and playful;I would like to observe the baby.I would like to know whether there is any past history of seizure or if there is any developmental delay.
I suggest you to make a video if the episode recurs.With the help of video your doctor would be better able to diagnose the condition.

Not crawling by this age is not a sign of developmental delay.
Usually babies learn to start crawling from 7-10 months. I won't get worried as he has started sitting and there is no past history of seizure.
Baby may remain active after or before seizure.
So observe him closely and if you notice any abnormality consult your pediatrician.

Sorry for delayed reply.
I have seen the EEG report.Abnormal EEG in the form of sharp and slow waves in normal background suggests there is underlying seizure activity.
Still clinical correlation is also needed as EEG is not always diagnostic and may give false positive result in few conditions.
Here I would suggest you to observe him closely and get an expert opinion from neurologist for the need of anti epileptic medications.
