Brief Answer:
Prescription necessary for most, for a reason

Detailed Answer:
Thank you for asking!
Except the antibiotic ( quinolone) and bladder analgesics (phanazopyridine) you will get rest for UTI over the counter. It includes cranberry juices and topical hypoallergenic gels like biomousse will help.
All you need to do is go to ER let them have a simple urine routine exam and they will prescribe what is needed for UTI. Good hydration and cranberry juices 10-12 ounces a day will help.
Old age with female gender ( small short urethra) all predisposes to urethral infections. And all the etiologies for recurrent infections need to be sorted out like instrumentation like catheter, Structural abnormalities eg, calculi, tract anomalies or some obstruction etc, Metabolic disease (eg, diabetes, renal insufficiency) and Impaired host defenses (eg, HIV, current chemotherapy, underlying active cancer).
The reason for their not over the counter is because phenazopyridine is famous for allergies specially sulfa allergies and prescription of it is better than over the counter use to prevent catastrophes. SO is a situation with antibiotics to prevent their misuse and prevent bacterial resistance.
Get to ER and they will fix the issue by prescribing required medicines after little work up for UTI.
