Thanks. I just noticed them a few days ago. There are three bumps present there. Each bump has a hair coming out of the bump, which is why I thought it was just the hair follicle being swollen. They are located at the base of the shaft of my penis on the top side
I made an appointment with a dermatologist to get this examined, but that is not until later this week.
I had a long term girlfriend of 5 years. Recently about a month ago I had unprotected sex with a new girl, multiple times since then as well. I do not know her sexual history
Oh and I have not noticed an fluid from them. They do not hurt, do not itch, etc.

Well they have been there for a few days, and are not going away so far. If they are still there on Wednesday, is there any way to test to see if they are warts or simply folliculitus? I know for women, they get a pap smear where they look at the cells. Is this available for men as well? Is there a way to test the area to determine if they are warts?

Yes, we have tests that can show whether you have HPV or not. It is not a pap smear as in women but a blood serologic test. However, I will not recommend that you get this test at this time.
There is really nothing to panic about. Maybe I caused a greater proportion of this without factoring in the duration of onset when making the initial comments. But the duration really makes this warts as a possibility very unlikely.
