2. I do have frequent urine issues due to dehydration and trying to drink more water. I know I do not drink enough water. No weight loss. Weight gain.
3. I have not been diagnosed as diabetic and I take vitamin B12 2 to 3 times a week.

About involvement of small joint of right hand, it could be possibly traumatic arthritis. Rheumatoid arthritis would involve both hands symmetrically.
Was there any trauma to the hand?
Any stiffness in morning and does mobility improve as day progresses?
Does numbness occur at any specific times? Like after exercises or anything else?
Any pain in neck or elbow or wrist joints?
As you are tested negative for diabetes mellitus, we need not worry about it. However, dehydration would not have usually excessive urine output even though fluid intake is increased.
As you are taking vit B12, no possibility of deficiency induced neuropathy and as it is present only around the hand area on only one side, other possibilities like nerve compression needs to be thought of.

Worse in the morning. I do feel pain in the wrist also.
I also have neck pain sometimes, especially in the morning.
Could dehydration cause poor circulation? Because that is what my hand feels like. It feels like it is sleep like after you lay on it for a long time.
And how do I find out about nerve compression?

Dehydration can cause poor circulation. However, you would have dizziness and a fall, before any symptoms related to hand are going to be seen.
The numbness is due to nerve compression due to abnormal sleeping position and hand location. You can try to hold the wrist in completely flexed (palm facing towards you and completely bent as much as possible for 2-3 minutes) and the same way completely extended (palm facing away and bend as much as possible) and also in other angles. Hold it for a certain period of time, if you feel numbness increasing, possible nerve compression due to entrapment neuropathy can be present.
However, nerve conduction studies, or proper clinical or radiological examination from your doctor is essential to rule out any nerve compression.
Numbness is a very late stage in dehydration.
The smaller joints and more pain in the morning, could possibly be rheumatoid arthritis. It might be still early stages. You need to meet your doctor for this, so that he can start you on Disease modifying anti-rheumatic drugs.
NSAID painkillers can be helpful, but early start of treatment for rheumatoid arthritis is proved to be very beneficial.
