Question: The other night I had mutual masturbation with another male whose HIV status I do not know. His pre-cum did come in contact with my urethara as he did open the head (pee hole) of my penis. We were using lube at the time. Also, after were done, I did notice a small cut at the base of my penis as I had shaved about an hour before. If this individual were HIV positive, is there any possibility of HIV transmission from what I have told you?

I read carefully your question and understand your concern.

HIV virus is a virus that is very fragile when put in contact with the open environment. So sometimes, even when there is blood-blood contact there is a low possibility that HIV its transmitted.
In your case it is a fluid-blood transmission, and the cut maybe was not open blood, or was small, so my guesses are that the chances of getting HIV is low. Not considering the fact that the person might not have had HIV.

I would recommend anyway, to do a blood test and rule HIV out 1 month after this episode, and repeat it after 3 months, so you know it for sure that its a negative result.
