Brief Answer:
Mostly due to have Enlarged Prostate

Detailed Answer:
Hello
Thanks for query .

A poor urine flow that your father has is mostly due to bladder outlet obstruction due to Enlarged Prostate which is very common at this age .

Consult qualified Urologist for clinical and digital rectal examination and get following basic tests done to confirm the diagnosis.
1) Urine routine and culture.
2) Ultrasound scanning of abdomen and pelvis with specific mention of Post Void Residual urine (PVR)
3) Serum PSA.

In the mean while you can start Tab Tomsulosin once daily .

Further treatment will depend upon result of these tests and final diagnosis as regards size of prostate and volume PVR .

As regards reports of his various blood test that you have posted he needs to consult qualified Physician for assessment and proper management of multiple issues like Hyperthyroidism ,high cholesterol ,hypertension, anemia that he has .

Hope I have answered your query ,please feel free to ask if you have more questions ,I shall be happy to help you
Thanks and Regards.
