If I was your treating Physician I would have prescribed you with and advised to:
Apply CLOTRIMAZOLE+HYDROCORTISONE ointment on the dry/cleaned out skin on the affected area.
Take by mouth FEXOFENADINE to reduce itching and irritation of skin.
ACETAMINOPHEN (650mg Three Times a day after food) by mouth to reduce inflammation and pain in the area.
Take plenty of clean drinking water.
Vegetables, salads and fluids ;like fresh fruit juices more in diet.
Keep a balanced healthy diet and lifestyle.
Avoid hot, humid areas to move around and wear loose fitting clothes.

Your husband also seems to have the same issue of fungal infection due to Tinea and disease is named as Jock Itch. It is least likely to be Herpes.
Ask him to wear cotton only garments and keep the area dry and airy all the time by wearing loose fitting clothes.
Medications guide:
Hydrocortisone+Clotrimazole ointment to be applied on dry and clean skin--three times a day; Fexofenadine 120 mg once daily at night by mouth; Acetaminophen 650 mg three times a day after food.
