I have noted your symptoms and the current medical problems.
Based on the description, there are two possibilities- TIA and seizures.
In TIA- transient ischemic attack, the blood supply to a part of brain gets reduced for a short while. In this case, the frontal lobe on the left side of brain controls the speech; if the blood supply gets reduced there, you can develop an inability to speak.
In a partial seizure, "speech arrest" can occur in some cases.
Detailed evaluation would require doing MRI brain and EEG.
Both the conditions can be well treated with medications.
