Brief Answer:
Not a cause for concern.

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone carefully through your query and understand your concerns. I do not think that you are right about not being able to sneeze. Sneezing occurs when the diaphragm gets suddenly irritated enough to momentarily and strongly contract in response to an allergic component. In your case it is just that the allergic irritation does not grow strong enough to make you sneeze. It is nothing to be concerned about. Taking some antiallergic like cetirizine will help in reducing the allergic irritation altogether and will resolve the sensation of sneezing (which does not finally occur).

Let me know if I could help further.

Regards
