Brief Answer:
Apply topical antibiotic and take antihistaminics
Detailed Answer:
I have reviewed the attached photograph and it is looking like some resolving infection.
If I was her treating doctor I would recommend her to apply topical antibiotic like mupirocin cream or fusidic acid cream on the affected area twice daily for 5-7 days.
This should resolve it completely.
For itching she can take antihistaminic like tablet levocetrizine 5 mg once daily at bedtime for 5-7 days.
These are prescription drugs and you need to see the doctor in person to get them.

she visited one doctor, he said it is herpes. what is treatment for that?
Brief Answer:
Only topical antibiotic cream is required
Detailed Answer:
For asymptomatic or mild infections only topical antibiotic cream is required.
If the infection is severe or is recurrent then oral antivirals are required.
In your sister's case since the infection is already resolving topical antibiotic like mupirocin cream or fusidic acid cream should be sufficient.
