I read your question and i understand your concern. balance problems in elderly is an age related functional decline attributed by multiple system, muscles, skeleton, spine, brains, spinal cord nerves all contribute. Cerebellum gets shrunken and atrophied in old age along with other brain parts. Joints of body especially extremities become painful with loss of proprioception ( sense of balance and pressure ) compromised. Neurological decline in functions of nerves and dizziness caused by many systemic and local causes altogether contribute to balance issues.

I would suggest a visit to a geriatric specialist and let them have a look.
