You have been experiencing chronic neck pain with ringing in the ears. Now the ear feels like it I blocked and you are unable to hear clearly out of that ear.
I would first think that the hearing loss could be completely unrelated to the ringing in your ears. It could be just wax build up in the ear canal. If you use Qtips to clean your ear canal there is a chance that you may have pushed the wax deep into the ear. When was the last time your doctor looked into your ears? If it is wax build up then I recommend you start using a medication called debrox that makes the ear wax soft and easy to remove. You may need to see your doctor or an otolaryngologist to have the ear wax removed.
If the ear canal is clear then it is possible you have Meniere's disease. This is an inner ear problem with constant ringing of the ears with associated dizziness and sudden hearing loss. There is no treatment for this and the hearing loss could be permanent. To fully diagnose Meniere's disease you would need to see a specialist in Otolaryngology.
It is unlikely that cervical disk disease would cause hearing loss. As the hearing nerve is imbedded in bone inside your skull and does not interact with the cervical nerves.
