Hello again! Sorry for answering a little late but given the time difference between Europe and the US it happens you have posted the question just as I had gone to sleep.
If your concern is that the bleeding is an indicator for stroke then I can reassure that is not the case. Stroke doesn't manifest that way, whether an ischemic or a hemorrhagic stroke they happen inside the skull and do not cause eye bleeding.
From your description it seems like a subconjunctival hemorrhage, a break of a vessel beneath the conjunctivae, the tissue covering the white part of the eye. It is a common issue, but usually it is self limited, doesn't cause any damage. May often happen without a cause, but in some cases may be due to a trauma, after intense coughing or sneezing, straining on the toilet, rubbing of the eye, or in patients who take blood thinners. High blood pressure is another cause but you have eliminated that.
So in itself no reason to go to the ER. However if seemingly growing, there is vision impairment, increase of the headache, nausea or vomiting it would be safer to be checked to make sure it is not something else. Also some coagulation blood tests would be recommended (not necessarily on an urgent basis) for blood clotting disorders.
