What Causes Blood In Urine And Tingling Sensation In Penis?

Question: My son is a 21 yrs old white male. he woke this morning and feels fine other than when he urinates he has a red tinge he said in his urine. He took a picture and sent it to me (as I'm at work). it looks as if he passed a blood clot, he says he is in no pain and doesn't feel bad other than being scared. He says that he is feeling some tingling in his penis. what could this possibly be and should he get to the Dr. immediately?
