Question: Hi,
Today, Ive noticed the veins in both my arms are really bulging out and are blue, as well as my ares feel a tingling sensation, do you know what this may be?

In My opinion you seem to suffer from-TOS (Thorasic Outlet Syndrome)-Venous / Neurogenic with Effort Thrombosis aggravating the bulging of the blue veins in your arms.
The lift of your arms relieving it is very specific to TOS V(Venous) and N(Nuerogenic) components causing complaints of this combined -TOS in your case.

Do's Suggested-

I would suggest you to assess your case with Thorasic / Vascualr Surgeon / Orhtopedic Surgeon/ or a team at the Referral hospital near by your location.
Conservative Management with postural and physiotherapy treatments would resolve your health issues in 3-12 mths time.
