I'm not sure how long I've had the bumps. I don't have any pain, but I have had unprotected sex recently. I took an STD test, but the results came back negative.

Maybe a couple years. Four or five years. The bumps do not spread or cause pain or blistering.

With this information and the image, I have reasons to think these are pearly penile papules. They are fairly common and present in about 20% of male population. They represent no disease and constitute no danger to you. Unless you don't like how they look, there is no need to treat.
