Brief Answer:
Fordyce spots.

Detailed Answer:
Hello.

Welcome to Healthcare Magic.

I have gone through your query and the picture you sent.

The white spots seem to be just fordyce spots. They don't look like warts.

Warts are small growths over the skin and fordyce spots are just under the skin because they represent visible sebaceous glands.
So it is difficult to confuse warts with fordyce spots. In your case ,they are Fordyce spots.

Hope it helps.
Please feel free to ask for every question you might have.

Kind regards,
