You had not mentioned anything about your sexual activities and the duration of your problem. Those will be useful to arrive at some diagnosis.
Burning sensation not during urination, but persisting over the penis can be present in the following conditions.
1. An inflammation of penis (balanoposthitis) due to various etiology like irritation or infection like yeast etc. But there must be some signs of inflammation like redness or rashes (at least mild).
2. Prodromal syndrome in case of genital herpes. Would be present not more than 3-5 days. After which specific symptoms like vesicles or ulcers would appear.
3. Lastly, following an exposure, due to phobia against STD/HIV, one could have such symptoms which needs psychiatrist's help.

Urinary tract infection has to be ruled out

If you are urinating frequently, you have to rule out urinary tract infection by examining your urine in a laboratory. Presence of pus cells more than 5, indicates uti. Further investigation needs to select the appropriate treatment.
Prodromal symptoms of genital herpes also should be kept in mind.

Herpes simplex 1 infection is not a STD

Herpes simplex infection before manifesting there may be such symptoms experienced by some individuals. Herpes simplex 1 infection is not necessarily a STD, can be passed to genitals by oral contact. There is no question of cheating.
Allergic manifestations would associate with some sort of rashes or color change.
Mild inflammation is the other possibility.
