I carefully read your question and understand your concern.
If your husband is having chills and frequent urination the first thing to do is to rule out a urinary infection (as he has rightly pointed out). He needs to be seen by a doctor and have tets done like urinalysis, urine culture and in some cases even some blood tests like CBC and ESR.
Especially due to fatigue, he is having he needs to have a thorough check-up.
Your husband might need also a Chest xray to rule out pneumonia which is common in his age-group and migh not cause typical symptoms in all patients of this age.
What I would recommend is:
1. See a doctor as soon as possible (Yes, even ER)
2. Your husband will need tests done, very likely urine tests but the doctor would need to do some blood tests and a chest X-ray also. If he has not checked sugar levels in blood the last 2 years this is a good test to be done also.
3. He should be drinking plenty of water to help with urinary infection.
4. I would not selfmedicate- he needs proffesional medical attention.
