Brief Answer:
Fordyce spots.
Detailed Answer:
Hello.
Welcome to Healthcare Magic.
I read carefully your query and evaluate the pictures. The white spots on the foreskin are just Fordyce spots. They are a normal variant of sebaceous glands ,that can appear on lips,on shaft of the penis, scrotum ,labia etc.
They are completely harmless and not associated with any disease. You have nothing to worry about.
Hope it helps.
Let me know if you have any question.
Kind regards,

Detailed Answer:
Hello again.
In my opinion you don't need to do any test.Considering their characteristic appearance ,it is very difficult to confuse them with other pathological lesions.
Since they are harmless, there is no need to treat them.If for cosmetic reasons ,you want to remove these spots ,there are some treatment options.
You can consult a dermatologist to confirm the diagnosis and to discuss the best treatment option for you.
Take care.
