I would advise you to consult your doctor and get investigated and if there is some deficiency somewhere,get it treated.
in your case it could be because of both medical as well as non medical reasons,because of you being hypertensive as well as your age.

First of all,let me assure you that it doesn't pose any health risk to you.
As far as treatment is concerned,There is no special medial treatment for it except to control your medical reasons.
Certain non modifiable reasons like advancing age,less fat cover,slow metabolism etc can not be taken care of.
Get your cholesterol levels,diabetes and thyroid checked up.Control them if out of range.
Quit smoking,if any.
Do regular exercises as it helps muscle tone and proper blood circulation.You can go for regular walks.
Wear stockings and warm clothes.
Eat well and do take your regular supplements.
