Seems to be like pigmentation due to trauma or friction from shoewear. I suggest you to use a moderately potent topical steroid cream e.g either mometasone furoate 0.1% cream or triamcinolone acetonide 0.1% cream, twice daily for a few days.

Moreover, AN due to insulin resistance would typically also involve other classic body sites as well e.g neck, axilla, elbows, knuckles etc.
