Brief Answer:
you need extensive rehabilitation for walking improvement

Detailed Answer:
Hello
I have read your query.
These symptoms can be due to cerebellar malfunction and associated spine disease.
I will advise you MRI brain with contrast.
Walking in water requires less resistance power so it becomes easy to walk than on ground.
Physiotherapy and rehabilitation for walking will help you.
If there is spinal cord compression or spinal canal stenosis then you may need decompression again.
I hope I have answered your questions. If you have further questions please feel free to contact us. I will be happy to answer. Take care.
