Thank you for posting the query. I have gone throught history posted, I will try my best to help you with this problem.
There are various causes of dizziness, which needs to be thoroughly evaluated. dizziness and the rashes over the chest are not related.
Pertaining to your situation, the commonest causes of dizziness are:
1. Benign Paroxysmal Positional Vertigo (BPPV)
2. Cervical vertigo
3. Atherosclerosis of the blood vessels
According to your history, the dizziness has been consistent, rotational and not related to change of posture. Hence, this rules out BPPV.
So, the next common cause being decreased blood flow in the back of the brain, called vertebrobasilar insufficiency. The blood vessels leading to the brain from the heart may be blocked (known as atherosclerosis) devoiding the brain of its blood supply. Sudden block in supply of blood to the brain, fails the brain in reading the information from the other sense organs, thus causing dizziness
Cervical vertigo also presents in the similar manner as the above, wherein, there is pressure exerted over the major blood vessels through the external source such as cervical spine, causing transient stopping of the blood to the brain and thus dizziness.
My suggestion to you is, to consult your doctor and go through a battery of investigations to rule out the other causes of dizziness.
