If your morning discharge is clear and slightly viscus then it could be due to precum or pre ejaculatory fluid. It is secreted by glands in the urethra when anybody gets stimulated sexually. The purpose of this secretion is to clean the urethra and make it alkaline and congenial to the safe passage of spermatozoa when it is ejaculated.
Herpes can rarely be a cause of non gonococcal urethritis and can produce serous discharge. Herpes is a self limiting disease and would not persist for more than a week or two and would be burning while passing urine. Examination and investigations on the discharge will reveal the cause. Meet an expert venereologist, he/she will help you in this regard.

Rough or violent masturbation was not the cause for such discharge.
As Gonorrhea and Chlamydia had been ruled out, Trichomonas infection or Mycoplasma or ureaplasma could be rare causes for thin discharge per genitals in a male.
Scrotal rashes not necessarily be related to the sexual activity. It could be due to various reasons like fungal infection, eczema, irritation, intertrigo, drug reactions etc.
Consult a Dermatologist and get cured.

Your exposures were protected. So STDs are unlikely. Neither do I think the current scrotal lesion is related to protected sex.
Scrotal lesion could be due to fungal infection. So it responded to lotril. But inadequate treatment leads to relapse. You may need prolonged application along with oral antifungal antibiotics. Consult your physician for further guidance.
