There could be several causes for your symptoms. The electric type pain and numbness usually come from a nerve irritation.
This could come from a nerve that exits from the cervical spine (neck) and goes into the hand. It could also come from an irritation of the nerve in the brachial plexus (a group of nerves and vessels under the shoulder) as it moves into the arm.
The fact that you are also having head pain makes me think it is more likely from the cervical spine. An xray is not likely to show nerve impingement so an MRI may be needed.
Pain medications may help somewhat but physical therapy or chiropractic care may help to eliminate the problem.
