I am so sorry to hear about what your husband has been experiencing. The gross changes in his blood pressure could explain some of these symptoms but not all. What is of major concern now is a possible infection.
Any suspicion of an infection in a diabetic patient must be addressed immediately and very aggressively. From the symptoms you have described, he likely has a soft tissue infection in he form of cellulitis. If this is not addressed timely and aggressively, it would go on to produce terrible complications. An infection would cause the blood sugars to be poorly controlled and the high blood sugar levels would in itself also prevent healing. This would lead to a vicious cycle of infection worsening diabetes and diabetes worsening the infection.
In all, I will like to have an image of this swollen and red area. This is likely caused by an infection. Seeking medical attention should be prompt for best results and prevention of complications.
